C2S2 supports the FAA's Oceanic and Offshore Directorate providing strategic
planning, developing, and assessment of operational concepts and developing/reviewing
NAS level requirements. C2S2 assists with the acquisition process, system
developmental activities and implementation support as well as facility modernization
activities. Support includes:
- Communications
- Business and financial management
- Resource planning and budgeting using several automated systems
- Financial support including budget formulation and execution processes
C2S2 develops and presents responses to OMB and Congress on budget issues and
prepares financial presentations for internal FAA requirements. We develop obligation plans for Facilities
and Equipment (F&E) and Operations and Maintenance (O&M) funds and track budget execution, and develop
OMB 300 Program Earned Value Management (EVM) analyses for Oceanic and Offshore programs including
cash flow of expenditures.

- NDP; Safe Flight 21
C2S2 supports the Oceanic Integration and Interoperability Facility (OI2F), a research and development
laboratory that was designed to not only support the current ATOP system, but NextGen proposed systems
such as Oceanic Trajectory Based Operations (TBO) initiatives. OI2F personnel provide system
engineering and laboratory engineering/administrative support to OI2F customers.
